<p>Last fall, an OB-GYN was ordered by the Washington State Medical Commission to not work with female patients. Dr. Mark Mulholland had been practicing for years at Kadlec Regional Medical Center in Richland. For several years, he was accused by multiple patients of sexual misconduct during exams. But before last September, he was still allowed to practice.
